As the Ministry of National Defense’s (MApN) representative, Romtehnica and global ground systems manufacturer Otokar inked a multiyear contract worth RON4.26 billion (about EUR857 million VAT excluded) to supply 1,059 COBRA II 4×4 armored vehicles to the Romanian Armed Forces.
The contract calls for Romania to produce a significant quantity of COBRA II 4×4 vehicles domestically.
Otokar signed the contract on November 27, 2024. The first 278 COBRA II 4×4 tactical light armored vehicles will be produced in Türkiye as part of the deal, with the remaining vehicles being produced in Romania.
The deliveries are scheduled to begin in the last quarter of 2025 and be finished over the course of five years in batches. Along with 1,059 4×4 Light Armored Tactical Wheeled Vehicles, the tender also includes some integrated logistical support services.
On March 20, 2024, Otokar had submitted its bid for the tender for the purchase of 4×4 Light Armored Tactical Vehicles initiated by C.N. Romtehnica S.A. as a representative of the Ministry of National Defense. Following the successful completion of the technical evaluation, field tests, and financial evaluation phases, on October 4, 2024, Otokar was informed that it had been declared as the winner of the tender.

The COBRA II 4×4 tactical armored vehicle, produced by Otokar, is actively used by more than 20 users in 13 countries.
