Romanian artificial intelligence technology is making its way into the maritime domain. This happens through a strategic partnership between OVES Enterprise and STARK. OVES specializes in autonomous systems and AI-based applications. STARK is the German developer of unmanned systems for air, land, and sea.

The first stage of this collaboration focuses on integrating Nemesis AI with the unmanned surface vessels known as VANTA. This move extends the reach of Romanian technology beyond terrestrial and aerial borders. It enters the open waters where security becomes increasingly fragile and increasingly vital.

The memorandum of understanding was recently signed by the two companies. It is not merely a formal document. It provides the framework for a broad collaboration. The goal is to develop and integrate software solutions and equipment for autonomous defense systems. For OVES Enterprise, this is a confirmation of its capabilities. Nemesis AI is already used in the EAGLS counter-drone systems. Those systems were developed by MSI Defense Solutions. They are deployed by the US military in the Middle East. Now the technology is finding new applications in a strategically important domain for Romania, that of naval surveillance and protection.

Mihai Filip is the CEO of OVES Enterprise. He explains that STARK knows how to build highly complex defense systems. It also knows how to bring them to market rapidly. There are technological areas where Nemesis AI can complement and enhance these systems. VANTA is the first STARK product targeted under this collaboration. It is important because it expands the applicability of Nemesis AI into the maritime domain. This is a long-term partnership. It can bring OVES Enterprise technology to several categories of autonomous systems. Over time, it can lead to jointly developed products.

A German Defense Champion with European Ambitions

STARK was founded in Berlin in 2024. It has rapidly established itself as one of Europe’s fastest-growing defense companies. The company develops unmanned military systems. It also develops AI-based technologies for air, maritime, and land operations. Its portfolio includes VIRTUS, a loitering munition system. VIRTUS is already under contract by the German Bundeswehr and other European countries. VANTA recently became the first unmanned surface vessel introduced into the Cyber and Information Domain Service of the German armed forces. MINERVA is its AI-driven command-and-control software. It coordinates swarms of autonomous systems in complex, multi-domain operations.

The company’s financial firepower is equally impressive. In June 2026, STARK raised 500 million euros in funding. The money is primarily aimed at expanding research and development activities. It will also increase production capacity in Europe. The backers include some of the most prestigious names in venture capital. Sequoia Capital, Founders Fund, and the NATO Innovation Fund are all involved. This is a clear signal that the transatlantic defense and technology community sees immense potential in what STARK is building.

Yves Augustus is the Sales Director Europe at STARK. He emphasizes that the collaboration brings together complementary technological capabilities. Development speed is essential in this field. So is the ability to adapt systems to real-world operational conditions. He points out that Romania represents a highly relevant market for maritime systems. The partnership is seen as a foundation for joint projects in Romania. Over time, it can expand into other European markets.

VANTA and the Strategic Imperative of Black Sea Security

VANTA systems are designed for autonomous maritime missions. They can be configured with different types of sensors and equipment. The configuration depends on the mission. The systems can be used for surveillance and reconnaissance. Military configurations can integrate weapon systems to neutralize threats. This makes them particularly relevant for the Black Sea region. The security environment there has fundamentally changed in recent years. Romania needs autonomous surveillance, detection, and response capabilities adapted to these new realities.

For OVES Enterprise, the collaboration expands the applicability of Nemesis AI into the maritime domain. The technology is already integrated into other autonomous and defense systems. Nemesis AI is battle-tested. It is used in EAGLS counter-drone systems developed by MSI Defense Solutions. Those systems are deployed by the US military in the Middle East. This track record adds credibility to the Romanian company’s technological claims.

The partnership also has a direct component for Romania. The two companies are actively pursuing opportunities to integrate VANTA systems into Romanian defense programs. Mihai Filip stresses that the Black Sea is an area where Romania needs autonomous capabilities. These capabilities must address surveillance, detection, and response. They must be adapted to a security environment that has fundamentally changed. Systems such as VANTA, enhanced with Nemesis AI technologies, can address such scenarios. They can become part of how Romania’s naval defense capabilities will evolve in the future. This vision transforms a technological partnership into a strategic asset for national security.
